    ircd: add opt-in BBS account services for 2.6

    Load NickServ and MemoServ into the daemon and authenticate against native
    BBS accounts. Use QWK ID, user number and first-on date for stable account ownership; expose escaped aliases instead of mutable chat handles. Deliver memos through BBS telegrams with native file locking and consuming reads.

    Add SQLite-backed nickname registration, GHOST and grace-period enforcement, plus account-based ChanServ access, automatic status, mode locks and topics. Require explicit EmbeddedServices Enabled=true before hosting the central authority, then select its instance by listening address and services DNS.
    Keep local services disabled by default and yield to authenticated external services so existing configurations cannot activate a replacement.

    Authenticate helper routes and session cookies across legacy relays, reject ordinary clients impersonating helpers, and redact credentials and RPCs. Preserve channel authority around legacy zero timestamps and encode leading IPv6 colons safely in NICK introductions. Use top-level timer callbacks and queued native operations to avoid the current JS embedding defects.

    Add isolated native BBS, SQLite, transport and mixed-version network tests, including opt-in through REHASH, ghosting, enforcement, authority restart
    and external services takeover. Bump the IRCd version to 2.6 and document configuration, commands and runtime limitations.
